ARLINGTON, TN (WMC TV) -- A late vendor and two lazy employees have Frank Whitington limping toward his restaurant launch.

Fat Boy Frank's, 12013 Highway 70, failed its Oct. 12 health inspection with a 67:

"Flies"

Rice and lentils "out of (a safe) temperature (range)"

"No dumpster -- failure to correct will result in legal actions"

Despite his circumstances, Whitington was gracious and enthusiastic when he greeted Action News 5.  He showed us his brand-new dumpster and grease-collector, delivered the same day the health inspector showed up.

The delivery was three days late thanks, he said, to a tardy sanitation vendor.

He also said the inspector showed up when his employees -- didn't.

"I had a cook not show up," Whitington said.  "I had a dish-washer not show up, and (the inspector) got me for cold food on the hot line."

Whitington took it in stride, stepped up his house-keeping and scored an 81 on his re-inspection.

THIS WEEK'S BIG TIP:  TGIFriday's Regional Bar Competition, TGIFriday's, 8325 Highway 64, Memphis (near Wolfchase Galleria), 901-372-2539.

Susan Griffin, your Scorecard-nominated Best Bartender (read THIS Scorecardhttp://www.wmctv.com/Global/story.asp?S=11235201), finished second in TGIFriday's bar competition.

TGIFriday's Southaven bartender Becca Moore took the top prize.

But the real winner is the Make-A-Wish Foundation:  $2,000-plus in proceeds from the competition's draw and donations.

"This is my thirteenth competition," said Moore.  "It makes me feel good to help out the kids, and that's what I'm here for."

TGIFriday's bar competitions made it possible to send Dax Ottinger of Raleigh to Disney World this summer.  A nasty virus and liver cancer kept the 5-year-old in the hospital for 200 days last year.  He's had a liver transplant and is now cancer-free.

"It is unbelievable what TGIFriday's is doing," said Dax's dad, Mark.  "Realizing that they're giving back to families and really (giving a family) a life-changing trip."

"It's a great foundation, and this is a really easy way to do it," said Griffin.  "It's a lot of fun, win or lose."
