Battle brewing over Millington's proposed annexation

MILLINGTON, TN -

(WMC-TV) - Millington sparked another battle over schools after it began considering annexing the community of Lucy.

Making matters more complicated, the fight is happening in the middle of the primary elections and residents in the two cities are caught in the middle.

"Right now, the annexation is blocked," said attorney Claiborne Ferguson. "There will be no annexation of Lucy until after the suit is heard."

Early voting started in Shelby County last week, but for there's confusion at the polls residents of Lucy and Millington.

Lucy was slated to be annexed into Millington last Saturday and those new residents would have had the opportunity to cast a ballot on Millington issues, including a referendum on municipal schools.

But a recent lawsuit filed by Ferguson, a Lucy resident, put a stop to that annexation.

"Annexations in Tennessee are not to take place out of fear, and Mayor (Linda) Carter has already gone on the record stating this annexation was out of fear," Ferguson said.

He believes in addition to the fear over a unified Memphis and Shelby County school district, Millington officials rushed the annexation because they wanted to add Lucy's students to a proposed municipal school district.

"We were not that concerned about it because the citizens of Lucy were excited about coming," said Linda Carter, Millington's interim mayor.

Carter said Ferguson doesn't represent the majority of Lucy residents and believes the lawsuit is unfounded.

"Oh, I think it's ridiculous," she said. "We'll be spending money. He, of course, won't be spending money because he's his own attorney."

However, Ferguson said Lucy residents are divided about the proposed annexation.

He said Millington doesn't have the 1,500 students necessary to start its own schools, but Carter said that's not the case.

Shelby County Election Commission officials said they have identified Lucy residents and have taken the Millington issues off of each of those ballots.
