MEMPHIS, TN -

(WMC-TV) - Memphis drivers are the worst in Tennessee, according to a new report.

Allstate Insurance conducts its America's Best Drivers' report to encourage safe driving.

One of the company's agents said that in spite of what many people assume, most accidents don't happen in congested areas like on the interstate, but rather on slow city streets where people just aren't paying attention.

Memphians say they've seen it all: drivers putting on makeup, texting, even painting their fingernails.

Of the largest 195 U.S. cities, the report found that Memphis drivers average an auto collision just about every 10 years, which is slightly higher than the national average.

Many Memphians say, along with distracted driving, the infrequent use of turn signals by the city's drivers can cause nightmares.

"That's a big problem in Memphis," said driver Kiffany Bonds. "People don't put on blinkers or they'll wait right 'til they get to the stop and then they'll put on a blinker and turn."

Allstate representative Kate Hollcraft says regardless of where you live, drivers should stay alert.

"Practicing driving habits like minimizing your distractions, obeying traffic laws, using car safety features like your turn signals or headlights, we all can be safer on the road," she said.

Allstate officials did give Memphis drivers some credit. The company says that Memphis is the largest metropolitan area in the state and more cars typically means more accidents.
