Mayor Wharton questions MPD officer's return to work

MEMPHIS, TN - (WMC-TV) – Memphis Mayor A C Wharton is blasting the Memphis Police department now that an officer accused in a teen's shooting death is back on the force. 

Memphis Police officer Terrance Shaw is back on the job, much to the surprise of Mayor AC Wharton. 

"Let me just make it clear to you, I'll just shoot you straight. I didn't know he was going to be returned I'm not going to express my opinion as to whether he should have been returned or not," Wharton said. 

Late September, Wharton had critical words for MPD after Shaw shot and killed 15 year-old Justin Thompson, while off duty. 

Shaw has not been charged with a crime, but he had been on leave from the department until last week. 

MPD says the case is still under investigation. 

"If a couple months ago there was a reason to pull him out, why is it -- if you don't have your investigation back -- then why are you putting him back now? And that's what I need to get answers to," Mayor Wharton said. 

Wharton says he plans to meet with Police Director Toney Armstrong to find out whether it's the civil service agreement, the city's memorandum of understanding, or something else altogether that put Shaw back at work. 

He says the public deserves to know. 

"Perception does matter in all things that we do," he said. "They will get an explanation. I can't guarantee it will satisfy them, but they will get an explanation as to why this is taking place. 

MPD says Shaw is not carrying a gun right now, while on non-enforcement desk duty status.
