CLARKSVILLE, TN (WSMV) -

Two parents in Montgomery County are charged with child abuse and neglect.

Police responded to a domestic call Sunday night on Dominion Drive.

When authorities arrived, they found filthy conditions including cockroaches, trash, a steak knife on the floor and three kids in diapers.

Police arrested Khouri Frisch, 20, and 25-year-old Michael Winters.

The Department of Children's Services now have custody of their three kids.
