MPD officer Terrance Shaw who shot and killed teen resigns

MEMPHIS, TN - (WMC-TV) – A Memphis Police Department officer who shot and killed a teenager quit his job Monday. That resignation is raising more questions than answers.

Memphis Police Director Toney Armstrong answered some questions about Terrance Shaw's resignation. Shaw resigned Monday during an administrative hearing.

"We felt that there was some conduct on his part that did not necessarily meet a standard of a police officer," Armstrong said.

During an administrative hearing, Terrance Shaw may have seen the writing on the wall. He decided to resign rather than let a police administrator decide his fate, a decision that could have ended in his firing.

Shaw was off duty last September when he shot and killed 15-year-old Justin Thompson.

"I think there are several questions that we had at the inception of it," Armstrong said. "And there are still several questions that we have."

The TBI investigated the shooting.

Shaw said the 15-year-old was trying to rob him. But Thompson may have had some kind of relationship with Shaw.

"Just to be put in a position where he's alone with a minor child and it resulted in the death of a child," Armstrong questioned.

Armstrong would not elaborate on the relationship. He said Justin Thompson's mother did not know the officer and her son knew each other.  The District Attorney decided not to file charges against Shaw in the shooting of the 15-year-old.

Shaw was involved in three other shootings while on duty. In 2008 and 2011 he shot two different dogs that charged him. In 2009 he shot and killed Courtney McGowan when he took off while Shaw was trying to frisk a passenger. All three of those shootings were also ruled justified.

Terrance Shaw may not be a Memphis Police officer anymore, but he can apply at other law enforcement agencies. Memphis Police Director Toney Armstrong said if they contact Memphis they will find out why he is no longer with the MPD.
