Internal affairs case file details investigation into fired police officers

MEMPHIS, TN -

(WMC-TV) - Two Memphis police officers were fired this week over an incident that occurred in November 2012. Action News 5 is now getting a look at the internal affairs case file.

Officers Marc Henderson and Parker Culver are not the only city employees disgruntled over a 4.6 percent pay cut. But the way they showed their frustration cost them their jobs.

Memphis Police Association President Michael Williams disagrees with the internal affairs investigation into both officers.

"To fire these officers based on what I saw in that file, that does not make sense to me," he said.

According to the investigation, Henderson and Culver were discussing a strategy to launch an MPD strike.

The strategy included taking over their precincts equipment room, hiding squad cars in Mississippi, and according to several witnesses, threatening to shoot at officers who attempted to cross the picket line.

Several officers, including Henderson and Culver, testified they were discussing a 1978 police strike that turned violent.

"If you look through the files, these guys were not the only ones who were discussing it, so my question was, 'Why did you single out these two individuals?'" said Williams.

One fellow officer testified that he was afraid Culver and Henderson might attempt to hurt his wife and children.

Others said Culver and Henderson's comments appeared to be in jest. Williams says there is no law against having an opinion about a significant pay cut.

In the case file, Culver said the allegations were completely fabricated.

Early on in the investigation there were suggestions that the officers might be sovereign citizens. There was nothing in the report to substantiate that claim.
