Two Bartlett police officers investigated for suspected abuse

MEMPHIS, TN -

(WMC-TV) - Two Bartlett police officers are off the job and under investigation for suspected abuse. The officers' personnel files became available for review Wednesday.

Police arrested officer Quentin Crowley, a former Marine, after a verbal altercation that turned physical. He reportedly pushed his wife, Amanda, who fell and hit the back of her head on the hardwood floor in the den. She told authorities she had a knot on the back of her head.

Police were called to the hospital where Amanda told them the fight was regarding martial problems.

One document recommended Crowley for Bartlett Police Department's 2012 Weddendorf Award. The recommendation describes him as "an employee who knows his strengths and finds away (sic) to use them to make sure he is a vital part of the police department."

Officer Charles Watkins is accused of violating the Bartlett Police Department's sick policy and absenteeism.

A disciplinary charge report said Watkins uses his sick leave almost as soon as he earns it. He is habitually absent from work causing coworkers to assume his duties and responsibilities which causes the city to pay out unnecessary overtime. In a previous report, Watkins said he has his four kids and that he needed some "me" time.

His personnel record indicates a history of problems dating back as early as 2006. A written reprimand noted "an obvious abuse and misuse" of sick time because his "three regular days off are most of the time accompanied by a sick day or two".

Bartlett Mayor Keith McDonald said he is surprised to hear about the charges against Crowley, who is in the Bartlett police honor guard. He has been on the force for 12 years.

"Everything I have ever heard about him has been positive," said McDonald. "I think once the personnel files are in a condition where they can be shown to the press then you'll see it's a surprise."

Crowley is on administrative leave while his case is investigated.

Officer Charles Watkins had his administrative hearing Tuesday. He will be reprimanded, suspended, and forced to take days without pay.
