City council attorney: Conducting business 'under the influence' will not be tolerated

(WMC-TV) - A video of how a city councilwoman was acting at a meeting is stirring concern and controversy. Some people are questioning Janis Fullilove's behavior.

A city recording of the city meeting shows council member Joe Brown walk up to her and she appears to fall on to him. Fullilove also had some unusual comments about prostitution during a discussion about a hotel.

Someone later walked Fullilove out of the council meeting.

Council Attorney Allan Wade is investigating.

"I didn't see her drunk. Janis is an animated person. She acts oddly sometimes," said Wade. "I will tell you that if any of this is true or if any of this is happening ... It won't be tolerated. This is serious business. I hope it is not true. I would urge you to heed my warning if people are under the influence while conducting council business ... It will not be tolerated."

Wade was at the meeting and says Fullilove appeared to be just acting like herself.

City council member Wanda Halbert, who was also at the meeting, said she did not think Fullilove was drunk.

Fullilove has a long history of problems with alcohol. Last year she was arrested, along with her husband, after a fight amid allegations she was drinking. Several years ago she was charged with a DUI.

Wade said he is talking with all of the council members to address any personal issues they may have with each other.
