Clerk issues means Cass County jurors failed to get paid

Problems in the Cass County Circuit Clerk's Office means nearly 300 jurors didn't get paid for their 2013 service, and some businesses also didn't get paid.

An investigation has been launched into the actions of the county's circuit clerk, and the county is also facing financial hardships because of the issues.

Amy L. Bell is an elected circuit clerk, but she has been suspended with pay. She was suspended two months ago, and the Missouri Attorney General's Office is investigating her for mismanagement of county funds and losing court records.

Attorney General Chris Koster filed misdemeanor charges and civil charges against Belle.

The Cass County Circuit Court's presiding judge, William Collins, told county commissions that jurors and grand jurors didn't get paid from January through August. Altogether, the county must pay $12,576 to those citizens that they apparently thought had already been paid.

An office supply store is owed almost $5,000. A Harrisonville Pizza Hut that caters lunch to jurors is owed several months back pay.

Collins said the failure to pay certain bills and expenses has "created late charges and unnecessary expenses to the county."

Collins stepped in to suspend Bell after nine case files were lost or destroyed, and the payment of thousands of dollars for a nine-month period were given to the wrong attorney. That money has yet to be recovered.

KCTV5 could not reach Bell for a comment.
