Viral: Foster child found shivering, handcuffed, with chicken around neck

(WMC-TV) - A North Carolina couple, who is supposed to be working to serve and protect children, is accused of abusing a foster child.

Neighbor Harry Wallace was shocked to hear a deputy found an 11-year-old boy handcuffed to the porch with a dead chicken around his neck.

"That's some sick people... sick and ungodly and demonic," stated Wallace.

A deputy was originally looking into a report of a loose pig when he found the shivering child instead.

"The chicken feet were tied together by a string and it was hanging around his neck," described the Captain of the Union County Sheriff's Office, Ronnie Whitaker.

Whitaker said he had never heard of anything like this in his 27 years of law enforcement.

"Shocked and just in disbelief that anyone could do something like that to a human being. Especially a child," continued Whitaker.

The boy's two foster parents both have professions in helping others. Dorian Lee Harper is an emergency room nurse at CMC Union in Monroe, North Carolina. Wanda Sue Larson, on the other hand, is a North Carolina DSS Supervisor.

Both Harper and Larson are being charged with child abuse and false imprisonment of the 11-year-old foster child.

Four other adopted children have been taken into DSS custody.

Wallace questioned who should have been checking on the kids of the DSS Supervisor.

"It was beyond surprise.. makes you wonder what our county officials do in their spare time," declared Wallace.

The couple's first court date is Monday, November 18th. Presently, they are in jail with over a million dollars in bond.
