(WMC-TV) - A Memphis police officer was relieved of duty following a DUI arrest.

Emmanuel Manzano, 27, was driving on Sam Cooper Boulevard and North Highland Street on January 12.

According to a police affidavit, Manzano was driving eastbound when he was cut off by someone and rear-ended them. The driver, Mario Gonzalez, had a pregnant passenger who was taken to the hospital for head and stomach pains. She was not injured from the crash.

Manzano told officers he had consumed five fireball shots and three beers at Local Gastropub before he got behind the wheel.

The affidavit says police witnessed Manzano unsteady on his feet. They say he smelled of alcohol and had bloodshot watery eyes and was uncooperative and belligerent on the scene.

Manzano refused a breath test at the scene, instead he was issued a mandatory blood draw at the Tillman Precinct.

Manzano has been working for the Memphis Police Department since April 2011, and he is currently assigned to the Crump Station. He has been placed on leave pending the outcome of the investigation.

Manzano is one of a handful of officers charged with crimes in the last few months.

"We're gonna make sure we're not out lawyered when it comes to that," said Mayor A C Wharton.

Wharton says to expect changes soon after a police panel releases its findings, which should result in fewer MPD issues.

"We've got to beef up and when the police department does come down hard, we gotta make sure you don't have a snowball change in hell of getting back on the MPD," said Wharton.

Manzano is charged with reckless driving and public intoxication
