Memphis apartment complex has troubled past

Posted: Updated:
MEMPHIS, TN -

(WMC-TV) - Law enforcement and public officials are getting involved with a Memphis apartment complex following a string of shootings, including one in which a stray bullet hit a 3-year-old boy.

Back in 2007, the Peppertree Apartments were declared a property nuisance. It took several months before owners could get it back up to speed. Now, 7 years later, officials are asking a similar question: "Is this a problem property?"

In the last 12 months, Memphis police have responded to the property for armed robberies, shootings, and other crimes.

On Wednesday, a stray bullet hit a 3-year-old boy in chest when he wandered outside. There were three other children in his apartment.

"People ask us all the time, how many crimes have to occur in a certain area before we do something?" said Shelby Co. District Attorney Amy Weirich. "There's not a magic number obviously, but with this latest activity at Peppertree we will certainly look back ... This office, under then General Bill Gibbons, shutdown Peppertree because of constant criminal activity, shots fired, it was just a war zone."

They plan on investigating the property once again.

Candies Quinn and her 2-year-old daughter live at Peppertree Apartments. Quinn says most of the tenants are not the issue.

"I would like to see something because this is where I started out, because I just got out of school and found a place, and so it would be nice if they did more background checks or see who's coming over with the residents," she said.

Police have not arrested or charged anyone in connection with Wednesday's shooting.
